Issue: User is admin and form is not read only, but the form is greyed out. what could be the reason?
One of the below should be blocking the user to enter data into the form.
1) Scenario used in the form not opened for the periods in the form
2) may be the period is "begbalance" and it is not included as a time period for the given scenario
3) Accounts used in the form belongs to a different source plan type than that of the form
4) at least one POV or Page member selected is a parent and the version is bottom-up
5) at least one POV or Page member selected is a dynamic calc
